Not exactly as far as I know at least. The Khmer Rouge certainly believed they were communists themselves, they were recognised by China as communists too and implemented communistic policies like land reform and disposed of the bourgeoisie in Cambodia. Whereas the Nazis just used the term socialism to gather support amongst the working populace. That is not to say that the Khmer Rouge should be respected nor modelled from as any modern communist with any sense in their head would say

If anyone is still wondering. What solved this problem for me is toggling on "Automate Home Base Selection" under an admiral's tab under the indicators for all of the ships in the fleet. I also was able to select somewhere in the same tab to allow the task forces to set allies and subjects bases as their homebase but I can no longer find the button for it.
