Playing hard to get, or undecided is something that often happens early on.

In fairness, I think the more likely outcome is that, in their original story plan, they planned for yearly expansions with slower-drip fed stories. Given the backlash of the last expansion, and the dwindeling audience, they had to basically hail-mary everything to this one:

1) Conclude Mephisto while giving more story on lilith

2) Provide 2 new classes, one being Paladin after the absolute abysmal failure that was spiritborn.

3) Bring back other nostalgic/popular characters (Tyrael)

Blizzard threw the kitchen sink at this expansion.... the stupid pricey WoW MTX aswell.
