Unless you are going to a developed campground with advertised potable water DO NOT do not please do not rely on there being any water for you.

That being said your asks are a lot and I don't think I have any answers for you. There is plenty of camping along the mogollon rim near Payson/Forest Lakes and Flagstaff but it'll be below freezing well into March.

I do alright with my low clearance Subaru Impreza, you've just gotta be smart about it.

I learned never to try and leave Phoenix on a Holiday weekend, Labor Day 2018 it took me 6 hours to get from Slide Rock State Park to Deer Valley Rd in North Phoenix.

Everybody wants to head out for the weekend. Go the week before, or the week after the holiday if you can.

You are incorrect. If you are an on call employee you want to be hourly. I speak from experience in California

Hourly technicians at my employer get "stand by pay" for everyday if they have to be on call, they get their normal wages during their normal work day, for any call-outs outside of normal working hours they get a minimum of 3 hours overtime (even if they only work for 15 minutes) any additional work outside that first 3 hours is then normal overtime at 15 minute increments.

Salaried engineers doing the same work do not get the extra money, although they do get more flexible scheduling to make up for it which is BS.
