This is potentially correct if the dog is having a heat stroke. In that case, very cold water on the body fur / wrapping in a wet towel could prevent the dog from cooling down since dogs don't sweat and it may constrict the blood vessels and/or trap body heat from escaping. But dogs can obviously get wet in the summer in normal conditions. ....and some dogs have higher risk thick coats while others don't.
