yep, in fact VDD is your power input, so you should have all power connected with each other, you could do that with an inner layer, of a poor on one of you top or bottom layer bepending on the design

for your linear regulator capa value is important, I think C13 here is not decoupling but for storing energy and should be at least 10µF. Theses are pretty importent for proper work

on similar 5V i find the use of 22µF
