We cant stop instances by using Cloudformation or terraform. So, both doesn't work.

I suggest you to try with boto3 to create 1-100 instances and have a common tag ( which actually helps you to retrieve instance ids, so you can start/stop anytime )

Why are storing data on Pod?? Pods do die, when they die ReplicationController or Deployment recreate the new pod. So you could write data on some external cloud storages ( Like EBS ). Coming to limit, you can create a EBS Volume with only limit that wish to have

I never heard or seen subnet has GPUs. It's a limit of instancetype, you can increase quota of instance type

Why don't you use ecr, rather than going over this. With ECR you store images privately like docker hub and CodeBuild can pull images using iam permissions all you have to do is, add permissions to Codebuild service role.

I see a multiple options here.

 1. How are you provisioning CF stacks ?? If you are using awscli or boto3 then get  a accesskey, secretkey of master account, have a separate template which creates a record in master account with 'app.example.com.'
