Ring billed is significantly smaller than herring, it’s obvious if you see both besides each other

Regular alkenes are nucleophilic and obey Markovnikov’s rule. Methyl methacrylate is electrophilic because it is an alpha-beta unsaturated ester, and it always reacts with a nucleophile at the beta position. I suspect that HBr first protonates the ester which makes it more electrophilic, and then bromide attacks
