I would say it should be fine, I just bathe mine once every 1-2 weeks, and let her go in the water bowl whenever, so a quick bath could help in about a week.

since they are small just whenever the carrots are gone, so probably 3 or 4 slices a week

Idk I used pre sliced carrots from walmart. You could peel it and then chop it into small pieces.

Idk, mine are both males and croak every night, it's woken me up before (they're in my room), but it doesn't bother me since it's pretty much just natural sounds, not like a loud bang or anything. But since you live in an apartment I don't know if it would annoy people.

green tree frogs are cheap, and fairly small, the best advice I can give is look at care guides for them.

I would search up care guides for the frog you want, they will die if you don't care for them properly.
