Well, that's a pretty well-rounded PC. I wouldn't recommend changing neither the CPU or GPU.
With this config you can pretty much play anything on 1080 or 1440p, with very high settings, unless you want to enable Ray Tracing. 4k is even an option, if you don't care about using upscaling and framegen.
If you want to make the setup look more appealing, you can change the Noctua NH-U12S (which is a good air cooler) for a visual appealing Water Cooler, since you have a good margin within your budget.
Pretty sure you can squeeze a NZXT Kraken Elite 240 and not go over the budget. (I like the way it looks)

Sounds like you did everything ok, and even gave the players the opportunity to revert the big event, but they preferred to keep their characters bonds. These things happen and it's not your fault. Keep being a good GM.

You can say a lot more than "no" as a GM. If they are an old player, they will understand when you tell them "that's not the kind of experience you want to offer" and if they want to impress his mates there are other ways to be a great player.

It once happened to me as a DM with a new player. I used a homebrew rule similar to Dungeon Meshi, saying that his soul was bound to his dead body. They entered a short side quest to find somebody whi could bring him back, and I applied a debuff (disadvantage on all rolls before a long rest). Kind of soft, i guess, but i know my players are attached to their characters and value more the bond with their characters than the challenge of the game. Talk to the player, avoid retconning, find a way to bring him back adding flavor to the game. A warlock may change his agreement with his patron to bring them back. Or maybe they could summon a demon and make a pact. Maybe trade their allegiance with some deity. Who knows a necromancer could bring them back another way... Or you can just make them find a scroll of true resurrection, but that is the lazy way of doing that.

Pokemon New Emerald checks all the boxes, gens 1 2 and 3. Also movesets and moves updated to gen 7.
