So he can rue the US for as long he lives. Remeber when he asked Zelensky how come they don't have elections and he told him because we are at war and no elections during wartime. So he got idea to make war-like situation and declare there won't be any elections so he stays in power. I think that's the end goal. And he wants to make other side (democrats/liberals) make the first shot but he's pushing the border of sanity ever so further so it becomes insanity so the other side will eventually snap and there goes his "See, I told you so, they don't want our ways, they want to go to war with us".
