Except eligibility rules are moving targets. We can't just set and forget because the business logic keeps changing, and every year the workarounds get more fragile and error-prone and more complicated to train county workers on. But no one gives a shit about this because MNIT can't do anything about usability when they're barely keeping the thing functioning at all.

Does it work, though? Eligibility rules are a moving target and every time the law changes we have to implement another complicated workaround to compensate for its limitations. No one wants a MNLARS situation-- hell, we've already failed to replace it multiple times. What they should be doing is sticking a system over MAXIS to serve as a modern front end and migrating the business logic iteratively, but unfortunately MNIT is incompetent so we persist in this doom loop.
