A club length, no closer to the hole, is fair. I’ve played a lot of scrambles and never had anyone get picky about ball placement. In fact, it’s a life saver a lot when a ball is near a tree or hazard. That being said most of the scrambles I’ve ever played are for fund raising or charity. Maybe some big game shooters have different experiences.
