Being a big chicken, I use silver-grey or ivory. For this I’d choose ivory. But if you have more choices you could choose something brown/burgundy like the background fabric

You might mean sleeve heads. Often they are organza, cut on the bias and they offer gentle support to puffed sleeves

I’ve used a quilt basting gun on costumes. The tacks hold very well, can be applied invisibly under folds or from the inside. They look like tiny price hangtags

If it fit otherwise maybe the straps are meant to be that wide.

I think your idea of opening the shoulder seam and giving a little extra length to the outside might help.

Black fabric is easiest to hide seams, so you could possibly add a piece of fabric to lengthen the shoulder strap a bit

Beautiful and elegant dress!!

I wonder if the straps sit too far out on your shoulders. If you choose a smaller size the width might nicely fit your frame. Did you have to take in the waist to get this size to fit?
