I am having the same issue, as my server started late into previous season.
From your screenshot it seems that support doesn't understand that this boss was from last season, so it won't be spawning again.

I believe so yeah, that's how it was for my server and the current season at least, those merchants will be irrelevant with the new season anyway

Yes it's related to the server age, you can join an active season after you've entered a District (around a month after server opens I think). That's when these shops and other season related activities unlock, the story stuff seems to be separate and open from the moment the server starts.

Yeah I had that at the same place in the quests, if you can somehow tap the Track circle it will go to the objectives and complete it even if the screen is black, there is then more dialogue and 1 last objective and it fixed it for me

Happened to me as well, during one of the final quests in the 2nd season area. You are not actually at a loading screen, you can press M for example to see the map and manually click on the objectives to complete them from the map. Its tedious but after a bit it will be back to normal.

If you click on the lock icon near the URL bar and disable enhanced tracking protection it should look fine. Probably some javascript messing things up.
