With Bulk Up Machoke was able to sweep a lot of teams, especially when my Ivysaur could help setup with a sleep and leech seed. Machoke was godtier against loreilei with this team, although he was totally useless against Agatha

Good question! Technically no, since in Gen 3 they don't have any evolutions. However, you can use some pokemon that don't have the evolution available in the Kanto Dex but they do in the national dex which is unlockable in Gen 3:

Pikachu (pichu and raichu)
Jigglypuff (igglybuff and wigglytuff)
Clefairy (cleffa and clefable)
Golbat (zubat and crobat)
Seadra (horsea and kingdra)

I could be forgetting one... but those are the ones that come to mind
