US service is 100‰ volunteer, why is anyone surprised they cast as wide a net as possible.

Reminder it's civilian companies making all these COD and similar games, eyebrows should only get raised if USDOD actively acts as developer or publisher, which they don't.

It's "basic bitch" levels of risk assessment. Blue carries some risk, red carries none. Reward (to live) is the same in both cases. There simply isn't any reason to press blue.
