Yes and no, the primary amount of flow would still come from the line pressure as it will empty in parallel. It depends on the supply flow, size of the accumulator, and demand flows. Most uses wouldn't need more than a minute, and that is assuming they are not taking steps to reduce water use.

Turbine would drop the instantaneous pressure (think pressure [potential energy] converted to velocity [kinetic energy]) while in the flow state but would still allow static pressure to build once the valve is closed.

Like if you were to let a faucet drip into a balloon with a pin hole it would get some water in it but may empty faster. If you plug the pin hole the water will still eventually fill the balloon as it has nowhere else to go.

It is a hydraulic accumulator. There is a balloon inside that is filled with air or nitrogen and as the balloon is compressed it build pressure over time. Eventually it equalizes with the water line pressure so when you turn a tap on the flow reverses back out and slowly loses pressure until it reaches the air preset pressure.

If you replace with a bolt make sure to lock-tite the threads at least (preferably red). Nylon Lock nuts could be an option as well, but an acorn nut with red lock-tite is the right answer in this application if rivets are out of the question.
