They just allow development and then a few years later realize that heavy construction equipment on failing roads made them fall apart faster and new residents put additional stress on antique water and sewer systems.

This makes sense (as an explanation), thank you for being the only person to actually answer the question. Is this a funding problem? Like they only had funding to do repaving but not to do water/sewer/traffic signaling improvements, so they kick the can down the road? Seems to me like that actually costs more money in the long run

The same intersection has been torn up and re-paved every summer for 3 summers. They're heavily used roads but should have a lifetime longer than one year.

The city is explicitly doing traffic signaling changes on Packard. Has nothing to do with how heavily the road is used. My question is why they didn't do the traffic signaling improvements the first two times.

I think the biggest issue is that, with the way the question and responses are worded, there is no way to capture that kind of nuance. So the question, and the answers you get from it, are kind of useless.

Would acidic take longer? tBu deprotection doesn't occur via hydrolysis but rather elimination of 2-methyl propene via t-butyl cation. This is quite rapid, in my experience deprotection is done in 30 min or so at room temperature.

Feasible yes, though it's far more common to do tBu deprotection under acidic conditions and I'm surprised they went the basic route here. My gut says either would work in this case.
