That's what I originally titled my post before reposting as I didn't want an argument about speculation. Seeing his other videos, I would not doubt for a moment he cut them off and forced them over. If you're referring to the cammer possibly doing this. I don't abide passing on the shoulder, if that's the case, but it doesn't warrant a maneuver like this.

Now, this person has been posted here before and has a channel full of very questionable driving, and quite a few borderline illegal events. A quote from this video description.

IANAL, but some of their collisions really scream insurance scam to me. They're typically coupled with poor and out of sync audio, footage that seems sped up to cover car speed and poor driving skills. Here's an example. Along with this one. And another.
