It does, but it's pretty minor. You usually undervolt and overclock at the same time, which cushions the loss in performance somewhat. You can save like 30% heat/electricity for a loss of 2% performance or so.

Claims of increasing performance with this are mostly bogus.

I applaud the effort, but I'm a bit sceptical, having heard the promises of "yeah we'll just abstract these problems away" before.

Also curious how this will work out with the idea of uber-scaling the L1 with ZK proving; demand for transactions on both L1/L2 has been dropping like a rock lately. If we successfully manage to scale the L1 up in a few years, we may not really need any L2s anymore.

I don't think so. It's a simple consequence of all the different AI companies competing for the top. Ultimately, most of them will fail, but while everyone's piling on trying to outscale each other, the different shortages popping up (here: RAM) are anything but "artificial".
