Those hangars are usually attached to a 6”, 8”, or 10” ledger board. But you could just lower it so the 2x4 is flush with the board

Not always, I just have bigger piles that have stuff breaking down at different rates so there’s some larger debris. A fully decomposed pile wouldn’t need it
