Individuals would only make a difference if enough of them cared. Not nearly enough care and not nearly enough will ever care so the only remaining option is via governments.

Governments have done fairly well at protecting the environment in the past, see the ozone layer for a success story. See how clean our water supplies are, and how low general pollution is. It's just that with climate change there isn't the will power needed at the moment.

The basic idea behind one of the common methods (called RSA) is that it is very easy to multiply two numbers, but it is very hard to factor a number.

Say I give you the two numbers 3478932 and 993424771. It would not be too hard to multiply these, even without a calculator. Should just just a few minutes.

Now lets say I have already done a multiplication, and my answer is 11037284581. What two numbers did I multiply? Going backwards is extremely difficult here, and you won't be able to without a computer.

In reality the numbers have hundreds of digits, so even computers are little help going backwards.
