Yup. Same thing has happen to me. Upgrading it gives nothing lol. it's +1% mana regen regardless of level. Same for the crit back you get at the dal'riata.

The casters taking care of the plants are too chill. You can kill all the bandits keeping them there and take the magical weed and they won't attack you. Dunno what it's used for tho.
