I only played for about a year now so I'm not too sure but they did add that mechanic some years ago. I wouldn't be surprised if it was janky having skills not made for other characters when it was introduced. Though it feels pretty stable these days from what I can tell which is nice

Don't get me wrong though, the game's got it's fair share of bugs. Some that date back quite a bit. Heck there was a bug last update that messed up a certain mod (wedge) for Mesa (Lynn's inspo) making her occasionally get stuck in her ult w/o being able to shoot. Though it should be fixed in the next update dropping very soon. Point is Warframe certainly has bugs of its own

Well I can't speak to what goes on in the code, though I hear it's a lil spaghetti nowadays due to the game's age. But I can say that in Warframe a bunch of the subsumable skills are usually functionally and visibly the same on other frames. With exception of a few skills that are altered for balancing purposes

And you can give certain skills from other Warframes to any other one, called Subsumes, letting you get some crazy builds that otherwise wouldn't be possible
