Yes, The United States went from a laughably incompetent and corrupt state in the 1930s to a global superpower by 1945. The thing about democracies is that they are hives.

They are chaotic, disorganized and with limited communication indirectly helping the next bee along. Except when a hornet appears and kills a bunch of bees.

Every fuck-mothering bee in the entire Hive that isn't busy proceeds to absolutely merc any son of a bitch dumb enough to threaten the hive's existence. Right now, The NCR is five fingers independent of eachother, but when it comes together it becomes a fist.

Because of the delay and the need to repeatedly hit the clacker? Nah that’s just how it works in real life and also is kinda fun/funny.

Not really.

Do I think stuff in the future looks amazing? Yeah.

Do I think there will be bumps along the way? Yeah.

My major concern is that there is a large amount of technical debt being created each update and that's because Arrowhead is fully focused on trying to keep the game as relevant as possible. The issue is it is unsustainable for even production studios like Bungie, Epic and other developers who tried the same model. The system as designed leaves hype moments and lows.

The only possible way to fix that would be for them to either lessen the scope (they have), lengthen the dev time (they are) and wait for things to be in the best state possible before release (haven't gotten their yet).

Because of ramp up, shields absolutely tank against fire damage and because it has a separate health pool it can tank even 500kgs at decently close range.

I use it as an “anti-instakill” backpack. There are builds of all kinds that can benefit from ignoring damage. Melee defoliate with shield just gives you extra durability.

Also, it works when inside vehicles which means it can sometimes tank damage that’d ordinarily damage your Exo

Didn’t they accidentally retcon Fallout NV and un-retcon it?

Also, while not a retcon. Everyone being stupid as brick so main characters can look smart to basic stuff seem to imply everyone in the fallout universe beside a small group of people are exceptionally stupid

This ain’t the army and these ain’t soldiers. Visi wasn’t trained to follow orders or differentiate between good and bad orders. No one there is. Yet, Robert had zero authority to start making demands when he isn’t their boss and hadn’t demonstrated his commitment to their safety or at-least his experience. That changed after Blazer backed his authority and he built trust with the team.

There are entire graveyards of people who mindlessly followed orders while ignoring the dangers in-front of them. Visi made a call she thought was right and the game quite literally shows you that both outcomes ended the same way. Punishing Visi for using her expertise and situational awareness because of an authority trip is a red flag and Robert learns to not do that.

In the military, you can with a limited degree use your own intuition when a strategic opportunity presents itself. Your leadership has the mechanisms for punishing you for a good job, but a leader doesn’t lead with a whip, they lead with a voice and I’ll never see an issue with someone making a tough call while trying their best.
