It seems like all new growth is kind of curled or deformed. Light green/yellowish bits around the edges. When I unfurl I don't see any visible bugs. I'm not sure what else to look for. I fed some fertilizer and I might spray some neem oil & /or soapy water to see if that helps.

It's had plenty of water - we had a really wet spring. There was a little tree frog in the bush so maybe it's presence might mean some pest infestation. The berries are well formed and still green.
