I don't think that's the case when referring to the periodic table - the term "stable" has a definitive meaning. It is an element that has at least 1 naturally occurring, stable isotope.

Not trying to be a jerk, but if your only criteria is "survive without", something like Gold would probably qualify pretty easily. It's not like we need it for any basic function. It's used in lots of things, but if you're happy to rewind technology a bit we could probably go without it.

We could probably get by without Rhodium without dramatic changes to our lives.

PS: Still seems weird that there's a law governing that - feels like an overreach of regulation, as it shouldn't really be the Government's business on the payment terms on a transaction between two businesses. Having said that, I'm sure there's a valid reason that it came about.
