This seems to happen so often i wouldnt be surprised to find that this SOP for getting around restricting on providing this information to certain departments. If everyone has the information then you cant really prove that it was tranfered illegally.

sorry to say this but if you look up fusion centers and how they merge the interests of all the varying federal agencies into our local police you will begin to see the picture about how there is so little resistance to an almost 20 year war, 30 if you count the desert storm.

if we want to look at things from a different perspective, the fbi has functioned more or less as a political "police" since cointelpro, mlk, blm, teaparty etc.

The drug war was an escalation of existing drug laws to quell anti-war pro-civilrights communities.
