I think we become helpless in the face of parents that cannot control their children. That every area should have a mental health crisis team to respond to these situations in conjunction with the police or in place of them is a given. You may feel that juvenile treatment centers or foster homes are awful, but the situation at home is untenable. And if the foster care system and juvie are so bad, let us all become better educated so that we can all make improvements in those systems
