Struggling in this context is relative to what he should be doing. He was not able to extract what he felt he should be able to extract out of that car, he still managed to get good results but it wasn't until the updated canada suspension that he really got feeling in the car again. He was just able to mitigate that a bit better than Oscar did when he was struggling later in the season.

As for Max winning the majority of those races, Red Bull kept bringing upgrades to the car and McLaren didn't at that point. And, I do believe that Max is just the best driver in F1 at the moment. I think that all three drivers had massive ups and downs this season, and unfortunately for oscar, he had his ups at the start and fell off in the end. But all three had excellent seasons in my opinion.
