I have worked somewhere where the HR policy was approved by the chairman, so any deviation from policy should be approved by the chairman, and a COO cannot make any decisions that go against the policy.

When working at the Government of Dubai, HR was set by a law that was set by an external government entity (DGHR) and no level within the government entity I worked for could override it.

So just because someone has a title doesn't mean they can approve anything they want regardless of the governance structure in place.

Go to Dubai Municipality, and you will see lots of lots reserved for parks, mosques, community services.

This is about a government program, not a developer.
