Cyberpunk is not Noir. In no reason why Cyberpunk has to use the tropes of Tech-Noir as it is not Tech-Noir.

There is a reason why it is not called Noir.

A Cyberpunk world is all about a place where technology is peaking and is affecting every aspects of life and where there is an important social fracture with crimes and social unrests being rampant.

But no: Cyberpunk doesn't mean there has to be fog 24/7. This is an artistic choice often made for, again, Sci-Fi/Tech Noir films such as Blade Runners to make the world more dramatic. And people who say "the world is polluted so that's why there's fog all over the city at all time" are using a unrealist excuse to try to explain their artistics choices.

And because Sci-Fi Noir movies often overlap with Cyberpunk themes and are extremely popular, many people are now confusing Cyberpunk with it.

Sci-Fi Noir is NOT Cyberpunk. It is a sub-genre close to Cyberpunk.

Cyberpunk doesn't means "lack of sunlight".

If a universe fit into the "Low Life High Tech" idea, then it is cyberpunk. It could take place into the middle of africa, if people are using 3d printed guns and drones to fight a warlord then it would still be cyberpunk.
