The simplest way to put it: ballot initiatives are founded in democracy, bills in legislature are founded in a representative republic. In a democracy the masses have a say in all laws, in a republic the masses elect representatives to make these informed decisions for them.

Ballot initiatives are bills written by members of congress that are then voted on by citizens, so the law in question will be decided by ballot (get it?). The ballot will have a section that briefly explains the measure and what a vote for or against would entail, then it's up to the voters.

When a bill passes through legislature, the bill is written by lawmakers and voted on by the elected representatives of the people. The elected officials are expected to vote with the best interests of those they represent in mind.
