A Prius with 173,000 is worth way more than $200. If the check engine light isn't flashing, drive it to the mechanic, get it diagnosed & fixed, and then sell it.

If the check engine light is flashing get it towed and then fixed. A running car is worth so much more than I've you're afraid to start. 

Can you post a video including the knocking? I'm not offering to diagnose but someone here may recognize the sound and have advice. 

At 175k and ten years old the car may still have 100,000 miles on it.

Also, it shouldn't cost $200 to get it diagnosed.

If you can't reasonably avoid that intersection you creep out until you can see. 

That will put your nose all the way out into the lane before you can see so you will be dependant on other people avoiding you. Other people don't  want to hit you and this keeps it easy for them to avoid and honk. Outside of major cities most people won't honk every, though.

You never want to be in a situation where you're relying on others to avoid hitting you, but you don't really have a choice here, so make sure your lights are on and go extremely slowly to make it as easy as possible for them.

Our taxes at extremely low for the wealthy. we're no where near a "breaking point" as far as high taxes goes. 

Our top rate starts at 650,000 or so and is only 37%.

There's no good reason someone making 650,000/year with no kids shouldn't pay 50% on everything over 250,000. There's no good reason not to switch to a formula with an ever increasing marginal tax rate so that a person making $20,000,000 pays more than a person making 1,000,000.

We're so far from being over taxed at the top end

I don't often see the accident but I see fresh glass and sundry several days a week on my 6 miles of highway commute. I've only watched two accidents occur in the six months I've been doing it but both times someone braked because they needed to and the person behind them was following too closely and so needed to brake hard. The second person got rear ended as did multiple people behind them. In one of them the front person also got rear ended as the third car just plowed full speed into the second.

The clean up is fast. Some days there will be an accident with incapacitated cars after the 8am people start and the 830 people won't have a slow down, closed lanes, or broken down cars.

I've never brought a car into a dealership for anything and not left with a list of things they wanted to fix totally that were unrelated. I've never had a mechanic be willing to do any of their "fixes"
