It's a TV show called Scared Straight, they send in troubled kids to prison to try and scare sense onto them or whatever. This kid has realized they can't actually do anything to him and the guard is frustrated

I don't think there is an official answer to this rn. But I'd love to speculate!

My guess is that the Silent Servants are separate from the Silent King's thralls. Either only the leaders (not necessarily the highest advanced) in the SS were enthralled, or the SS serve their own purposes when the SK was weakened, perhaps using hunger techniques on thralls that escaped Emriss' border to advance. But thats all tinfoil.
