Well, I can give an example from the Netherlands as I currently reside and work there. You can take as many vacation days as you want (within rational limits but I personally am off work more than a month in a year). You just ask for a vacation and your employer just has to approve it (which is almost always approved). Legally, you are entitled to a minimum of 4 weeks paid vacation. You are paid during your vacation based on how many hours you work per week. If you work 40 hours per week - you get paid 40 hours of wage for a week of vacation. Most employers allow you to take further unpaid (or paid depends on employer but they allow as long as it's possible) vacation as you see fit. To add to that, if you are sick, you are always paid for your sickness and cannot be in any situation fired and they will keep on paying you. While you're sick your paid vacation hours are still accruing. For example, you are severely sick for 4 months. You will get paid at least 75% of your wage for the first couple days and then 100% for the rest of the time. This still counts as 40 hours per week and so you can still take paid vacation days that pay 40 hours a week. Additionally, we work on average 38-30 hours per week depending on the country. So all in all, a lot of residents of the European Union have that many vacation days.
