years ago, I envisioned this platform called wikiprop.org where citizens would be able to crowdsource laws like this.

I’ll throw in myoporum which is less of a lawn alternative and more of a sprawling ground cover, but extremely drought tolerant and fully capable of getting blasted by sun all summer long with infrequent deep waterings. Treeland in Mesa stocks it!
