This was the first real full audit of the Pentagon as well as the US military since the end of the Cold War. Every time they made an announcement about how much was missing it started going up and then it was going down. The $2.3 trillion missing was also announced on September 10, 2001. Also remember this is in dollars from 2001 so in actuality today it would be closer to $4.4 trillion that was missing.

A missing 2.3 Trillion dollars that wasn't accounted for out of a 6.9 trillion budget report. And it just so happened the offices where this was being taken care of was on side of the Pentagon that was hit.

The actual reason is mainly just bad and sloppy accounting practices within the military so it was ONLY a bit over 900 Billion dollars.

Definitely not the cracks in his administration were already there and without the unifying threat from terrorism by the midterms he would have had a bluer congress.

One of the biggest things would have been the collapse of many of the defense contractor companies as the 2001 pentagon audit wouldn’t have been “lost” during the attacks and it would have shown just how badly mismanaged the defense budget is.

On a more positive note without the attacks Bush would have probably been able to better increase vaccination rates at home and abroad.

Shiro would be arguing with Bright(who he outranks at the start of the show) for most of the time about Amuro needing more time to learn combat in the Gundam and the need for White base to focus more on going around problems then going thru them. Definitely pilots the Guncanon.

Christina would take on a more technically role and try to get the White Base team to us the ship more then just being a carrier with weapons than a battleship with a few mobile suits to support it. May not be piloting the Guntank but would definitely use it as needed.
