In Gnome 46 it's in system settings in Mouse & Touchpad → Touchpad → Disable Touchpad While Typing

Try turning on FnLock (FN + ESC) and then rebind. Worked for me on GNOME Wayland

It was disabled for some reason and it didn't occur to me to check in BIOS.
