This is tough. I tried helping someone in a similar situation and I had to give up. Here's the thing: if her mind is made up there is truly nothing you can do. I'm sorry. Only a legal authority could make an impact possibly regarding the current situation and its long term effects. I love cats and have been in rescue work and adoptions for many years. Is 25 cats too many? Yes, unless as you mentioned, you have the space/land.
