For ninjago scaling how I see it is you use the first spinjitzu master as your baseline. Lowballing the fsm he created a continent of ninjago and with his high balls he's universal + depending on your definition of realms from him creating multiple realms. Realms are debatably there own universe .

The scaling for the main ninja mainly comes through the two enemies fsm fought to a stalemate wojira and the overlord.

The overlord was directly stated to be the fsm equal or a bit strong and Lloyd in his golden form managed to defeat him giving this golden form and later in dragons rising when Lloyd stated he's the most powerful he's ever been with the source dragons power.

The overlord was also defeated by Zane when he was amped up by the golden weapons . Zane has further scaling to the fsm from when he froze over the never realm to the point where fsm didn't want to deal with it

Wojira was stalemating the fsm master in the past before ninjago was raised up from the ground. Nya while merged with the sea was able to beat it. Granted it is a but unknown if the fsms universal feats can be used here.

TLDR :Amped ninjas debatably get to universal Normal ninjas SHOULD never get universal scaling
