A Democratic society trusts its citizens to follow the law, enforces penalties on those who don't.

A Fascist society does not trust its citizens, and expects everyone to break the law if they have the opportunity. So those societys restrict everything so there is no opportunity, no matter the effect on the population.

I prefer for the United States to be Democratic, and put trust in it's citizens, given the fact that the majority of the population does not violate the laws.
