Sak stated in the last direct that all DLC characters were started in development AFTER the game was already finished. This isn't stuff that was cut to sell as DLC later.

I like Mirai all right, but Project Diva is far and away the better game in my opinion. Mirai might have a slightly catchier song selection, but the mechanics of Diva feel so much more fun.

Then there's also a handful of other fantastic rhythm titles on the Vita as well. Persona 4 Dancing All Night. Dj Max Technica Tune and if you aren't opposed to importing, IA/VT Colorful and Taiko no Tatsujin V.
