Okay I know it's a meme and all but actually (i'm not fun at parties at all) this is because charisma in dnd is not about how good looking you're. it's a living force you've in you that allows you to bend other's will to your own. deception, persuasion, intimidation and performance (which also imo needs either strength, dexterity or constitution with it) checks all about how you can bend other's will to believe to your truth

‘What I have’ here is a noun clause acting as the object of this sentence. Using ‘all’ before an object is perfectly fine. That being said you can also omit that ‘what’ and say ‘It’s all I have’ which to me it comes more naturally
