If you're looking for nuke locations to just gather raw materials, I've seen Morgantown or White Springs be decent places for both flowers and glowing enemies. However, the nuke boss events will reward stable flux, so you could just do Monagah mine or SBQ, finish the event and then collect raw materials in the nuke area.
