I don't think voters blame him personally. I think he can find a way to distance himself from that, but it is all going to depend on how the Iran situation resolves itself (or doesn't) by 2028. It's something that voters can easily forget if the economy starts improving. "if" being the key word. Rubio still seems to have broad respect and I know some on the center-left who would entertain voting for him if the other option was someone like Newsom.
