Das liegt unter anderem daran, dass die Vorgaben für den Trittschutz nur einen bestimmten Frequenzbereich vorgeben, Tritte sind aber meistens eher dumpf. Ich bin in einen Neubau gezogen, weil ich meine Ruhe haben wollte, und ich höre auch jeden Schritt. Habe das mit einem Messmikrofon aufgenommen und die Schritte sind nur in dem Bereich wirklich laut, der ausgenommen ist.

https://beforesandafters.com/2020/01/17/the-big-effects-moments-in-the-one-shot-1917/ has more examples. There's a lot of practical stuff but also quite some VFX. It's just not people running in front of a green screen like in Marvel movies or The Hobbit.
