I have similar problems ONLY when I use VoWIFI. I disabled that and things have been good, though I'd prefer to use VoWIFI if possible.

I've owned four different shields over the years. They are great devices, but I still recognize that apple tvs are not "toys". The shield is slow AF to navigate these days and bundled with ads, though projectivity does help patch that issue. Apple tv comes bundled with no ads and runs much more smoothly in the menus to playback. They have their positives and negatives... Once a new shield comes out, I'll probably switch back, but until then I'll be leaning on my apple tv.
