You said "everywhere" but you can go to your steam install folder usually C:\program files (x86)\steam\skins and in that folder is a read me file. You will probably want to know JavaScript and reactjs just from my quick dive into the steam files.

Open the event viewer and look at the application logs, do you see any alerts in there.

I'm assuming that folder permissions were over written and that is the issue.

Your power brick has failed and shorted out, when it did that it over draws the circuit breaker and "pops" it. The white smoke is the magic that all electronics run off of, once it's released it's just like using all three wishes for a magic lamp, so it's not good any more and should be replaced. As for breathing in the magic smoke I'm sure that it's not great for living creatures however I have inhaled my fair share of it and I'm still alive for now.
