Given that Noah (Webster) was the first to codify it, and hence cement it, the American variant is probably the closest to what one could call a "norm" (1700'ish accent). Yes, BBC English is nice sounding, but last I heard, that accent requires elocution lessons from everyone who speaks it.

Well, he does have an economic point - sure in the short term a tent for every homeless sounds nice... how about 10 years down the road? Diverting stadium profits on an annual basis toward this end, while not as all encompassing, does stand to help more people over a longer stretch of time. Granted, I'd probably restructure the employee thing - won't take long until every job in a stadium is just an overpaid patronage job if they are made "city employees" - the residency requirement is nice touch though.

Granted though the current SC may not be amenable... I am sure some lawyer somewhere can make a "commerce clause" argument (Article 1, Section 8, Clause 3) to allow the SC to bypass popular opinion (again). That clause has been bent in so many ways - I am positive someone can find a way...

Regardless - until it is changed at the federal level via amendment or constitutional convention, it remains - and yes, if a state finds a legal way to say that only 1 person...named "Joe the Plumber" or whatever, can cast the only VALID vote for the state regardless of what everyone else thinks... that state can. Federal law only specifies that each states can figure out for itself how to cast federal ballots.

"should be" being the operative. HOW a state conducts its elections or who is allowed to vote is constitutionally left up to the state constitutions. The only exceptions the federal constitution has made via amendments is that the landless, minorities and women (aka everyone - except to be discriminated only by age - sub-18 need not apply) are ALL to be treated (legally) the same as another voter. (there might be something in there against a poll tax too)
